- **FTE Debt**: The accumulated organizational capacity lost to data friction. Calculated as People × Friction% × Average Cost. The single largest hidden line item on most data portfolios.
- **CDSI, Capacity Drain & Shift Index**: The metric that measures team capacity drained by friction and the resulting shift from Build work to Run work. Healthy range 4.2-7.2, fragile above 7.2, locked above 9.5.
- **PCU-V, Portfolio Capacity Units, Verified**: The fully-loaded monthly carrying cost of a data asset, infrastructure, incidents, support, and change combined. Typically 2-4x the infrastructure-only number most data budgets capture.
- **Impact Operations**: The methodology, a 3-layer, 3-metric system that turns "Data Theater" into capital-efficient operations. Layers: Strategic Baseline, Portfolio Measurement, 3-5-7 Cycle. Metrics: FTE Debt, PCU-V, CDSI.
